Ex in army wants out?

okay i have a 18 month old daughter and a 2 month old son. we are in middle of divorce and he wants to give up parental rights. if he gives up his rights will he pay child support or no. he hasn't paid yet and he left us when i was 6months pregnant with my son. i don't know who to ask. will he pay or no?
